The International Telecommunication Union (ITU-T)

The International Telecommunication Union (ITU-T) is an international organization established for standardize and regulating international radio and telecommunications.

Its main tasks are standardization, allocation of radio spectrum and organizing interconnections  between different countries for allowing international phone calls.  A-T out of ITU-T indicates telecommunications.
